The figure includes around <strong data-start=\"1492\" data-end=\"1544\">4 percent of GDP in domestic expenditure arrears<\/strong>, raising alarm over the government\u2019s debt sustainability.<\/p>\n<p data-start=\"1606\" data-end=\"1946\">Senegal\u2019s new administration has been working closely with the IMF to clean up its fiscal accounts and re-establish trust with creditors and investors. The government is now seeking a <strong data-start=\"1790\" data-end=\"1821\">new IMF-supported programme<\/strong>, while simultaneously requesting a <strong data-start=\"1857\" data-end=\"1889\">waiver for debt misreporting<\/strong>, which must be approved by the Fund\u2019s Executive Board.<\/p>\n<p data-start=\"1948\" data-end=\"2133\">Gemayel noted that the waiver process and the new lending arrangement are being developed \u201cin parallel,\u201d but hinted that they may not be submitted for board approval at the same time.<\/p>\n<h3 data-start=\"2135\" data-end=\"2169\"><strong data-start=\"2139\" data-end=\"2169\">Fiscal Ambitions and Risks<\/strong><\/h3>\n<p data-start=\"2171\" data-end=\"2355\">The government\u2019s medium-term fiscal strategy targets a deficit reduction to <strong data-start=\"2247\" data-end=\"2277\">5.4 percent of GDP by 2026<\/strong>, from 7.8 percent this year and a staggering 13.4 percent recorded in 2024.<\/p>\n<p data-start=\"2357\" data-end=\"2566\">\u201cWhile the ambition is laudable,\u201d Gemayel said in a statement, \u201cthe very high tax yield assumed from the announced measures poses a significant risk, underscoring the need for more conservative projections.\u201d<\/p>\n<p data-start=\"2568\" data-end=\"2799\">The IMF team arrived in <strong data-start=\"2592\" data-end=\"2615\">Dakar on October 22<\/strong> to begin technical discussions on the new programme. Talks have centred on restoring macroeconomic stability while ensuring sufficient fiscal space for growth and social investment.<\/p>\n<h3 data-start=\"2801\" data-end=\"2839\"><strong data-start=\"2805\" data-end=\"2839\">Restructuring or Re-Profiling?<\/strong><\/h3>\n<p data-start=\"2841\" data-end=\"3067\">One key issue still under review is Senegal\u2019s <strong data-start=\"2887\" data-end=\"2925\">debt sustainability analysis (DSA)<\/strong> \u2014 a critical step that will determine whether the country must undertake a debt <strong data-start=\"3006\" data-end=\"3023\">restructuring<\/strong> or simply <strong data-start=\"3034\" data-end=\"3048\">re-profile<\/strong> its obligations.<\/p>\n<p data-start=\"3069\" data-end=\"3320\">\u201cRegarding debt, Senegal intends to continue implementing conventional active debt management operations, both on domestic and external debt, in order to reduce debt-related vulnerabilities,\u201d the Finance Ministry said in a statement released Monday.<\/p>\n<p data-start=\"3322\" data-end=\"3531\">Investors remain divided on the likely outcome. A full restructuring could mean losses for creditors, while a re-profiling would focus on extending maturities without reducing principal or interest payments.<\/p>\n<h3 data-start=\"3533\" data-end=\"3568\"><strong data-start=\"3537\" data-end=\"3568\">Confidence Amid Uncertainty<\/strong><\/h3>\n<p data-start=\"3570\" data-end=\"3749\">Despite the fiscal challenges, IMF officials praised Senegal\u2019s reform drive, noting that the government had demonstrated strong commitment to fiscal discipline and transparency.<\/p>\n<p data-start=\"3751\" data-end=\"3961\">\u201cThey are very serious about putting in place the consolidation path, which is very aggressive in our view,\u201d Gemayel said. \u201cThat shows you how much they are determined to bring debt on a downward trajectory.\u201d<\/p>\n<p data-start=\"3963\" data-end=\"4205\">The outcome of the ongoing talks will be closely watched by regional and global investors, as Senegal \u2014 one of West Africa\u2019s most stable economies \u2014 navigates the delicate balance between restoring debt sustainability and sustaining growth.<\/p>\n<p data-start=\"4207\" data-end=\"4499\">If approved, the new IMF programme would mark a critical reset for the country\u2019s economic policy framework, reinforcing accountability and fiscal resilience at a time when rising global interest rates and domestic spending pressures continue to test emerging market economies across Africa.<\/p>\n<hr data-start=\"4501\" data-end=\"4504\" \/>\n<p data-start=\"4506\" data-end=\"4680\" data-is-last-node=\"\" data-is-only-node=\"\">\n","protected":false},"excerpt":{"rendered":"<p>The International Monetary Fund (IMF) has wrapped up its latest mission to Senegal without finalizing a new lending programme, though officials say progress has been made and a deal could be reached in the coming weeks.
