The government believes the move could unlock more than <strong data-start=\"616\" data-end=\"649\">$8.6 billion (Sh1.3 trillion)<\/strong> in uncollected taxes every year \u2014 money that could transform public finances and reduce the country\u2019s growing debt burden.<\/p>\n<p data-start=\"776\" data-end=\"1165\">Under the plan, <strong data-start=\"792\" data-end=\"839\">algorithms will soon replace human officers<\/strong> in enforcing tax compliance, marking a dramatic shift in how Kenya manages its revenue collection. President William Ruto\u2019s chief economic advisor, <strong data-start=\"988\" data-end=\"1006\">Dr. David Ndii<\/strong>, says the new system will rely heavily on data drawn from Kenya\u2019s thriving digital finance ecosystem, led by platforms like <strong data-start=\"1131\" data-end=\"1141\">M-Pesa<\/strong> and <strong data-start=\"1146\" data-end=\"1162\">Airtel Money<\/strong>.<\/p>\n<blockquote data-start=\"1167\" data-end=\"1429\">\n<p data-start=\"1169\" data-end=\"1429\">\u201cIn a year or two, most of our taxes will be collected by algorithms and not by people,\u201d Dr. Ndii said during the launch of <strong data-start=\"1293\" data-end=\"1318\">NCBA\u2019s Economic Forum<\/strong> in Nairobi. \u201cWe are not planning to collect taxes the old way. We are going to collect taxes by algorithms.\u201d<\/p>\n<\/blockquote>\n<h3 data-start=\"1431\" data-end=\"1472\">Digital Tools for a Digital Economy<\/h3>\n<p data-start=\"1474\" data-end=\"1784\">The informal sector \u2014 from boda boda riders and food vendors to small-scale traders \u2014 accounts for more than 80% of Kenya\u2019s employment but contributes only a fraction of total tax revenue. The challenge, officials say, has always been visibility: how to trace income that never passes through formal systems.<\/p>\n<p data-start=\"1786\" data-end=\"2073\">With nearly every adult Kenyan now transacting through mobile money, the government sees a new opportunity. AI-powered tools will analyze spending patterns, transaction histories, and cash flows across digital platforms to detect taxable income that currently slips through the cracks.<\/p>\n<blockquote data-start=\"2075\" data-end=\"2407\">\n<p data-start=\"2077\" data-end=\"2407\">\u201cThose in informal jobs live in the same neighborhoods, drive similar cars, and send their children to the same schools as those in formal employment. The only difference is that they file nil returns,\u201d Ndii observed. \u201cTechnology is going to help us correct this anomaly that denies the country over Sh1.28 trillion every year.\u201d<\/p>\n<\/blockquote>\n<h3 data-start=\"2409\" data-end=\"2459\">The Kenya Revenue Authority\u2019s Next Evolution<\/h3>\n<p data-start=\"2461\" data-end=\"2699\">As machines take on more operational roles, the <strong data-start=\"2509\" data-end=\"2542\">Kenya Revenue Authority (KRA)<\/strong> is preparing for a cultural transformation. The agency, once known for its enforcement-heavy approach, is rebranding itself as a data-driven service body.<\/p>\n<p data-start=\"2701\" data-end=\"2964\">KRA is also in the process of recruiting <strong data-start=\"2742\" data-end=\"2769\">10,000 new field agents<\/strong> across the country. Modeled after telecom service representatives, these agents will help citizens register as taxpayers, file returns, and make digital payments without costly intermediaries.<\/p>\n<p data-start=\"2966\" data-end=\"3429\">The agency has already taken steps toward digitization with the creation of the <strong data-start=\"3046\" data-end=\"3092\">Micro and Small Taxpayers (MST) Department<\/strong>, led by Commissioner <strong data-start=\"3114\" data-end=\"3130\">George Obell<\/strong>, to serve small businesses with tailored tax solutions. Still, Kenya continues to miss its revenue targets. The latest <strong data-start=\"3250\" data-end=\"3285\">Budget Review and Outlook Paper<\/strong> shows that KRA collected <strong data-start=\"3311\" data-end=\"3346\">Sh1.093 trillion ($7.2 billion)<\/strong> in income tax last year against a target of <strong data-start=\"3391\" data-end=\"3426\">Sh1.125 trillion ($7.4 billion)<\/strong>.<\/p>\n<h3 data-start=\"3431\" data-end=\"3462\">Rethinking the VAT System<\/h3>\n<p data-start=\"3464\" data-end=\"3610\">Kenya\u2019s AI ambitions go beyond income tax. The government is also reimagining the <strong data-start=\"3546\" data-end=\"3571\">Value Added Tax (VAT)<\/strong> model to benefit consumers directly.<\/p>\n<blockquote data-start=\"3612\" data-end=\"3931\">\n<p data-start=\"3614\" data-end=\"3931\">\u201cCurrently, VAT benefits manufacturers with the expectation that they will pass savings to consumers. That creates a refund system which is very problematic,\u201d Ndii explained. \u201cTechnology will now allow us to give VAT refunds directly to consumers. But for us to give you a tax credit, you must first be a taxpayer.\u201d<\/p>\n<\/blockquote>\n<h3 data-start=\"3933\" data-end=\"3964\">A Model for the Continent<\/h3>\n<p data-start=\"3966\" data-end=\"4198\">Kenya\u2019s experiment could have continental implications. Across Africa, informal economies make up between <strong data-start=\"4072\" data-end=\"4094\">30% and 60% of GDP<\/strong>, according to the <strong data-start=\"4113\" data-end=\"4141\">African Development Bank<\/strong>, costing governments billions in lost taxes each year.<\/p>\n<p data-start=\"4200\" data-end=\"4403\">If Kenya\u2019s system succeeds, it could offer a <strong data-start=\"4245\" data-end=\"4281\">blueprint for digital tax reform<\/strong> across Africa \u2014 a way for governments to expand their tax base without punishing formal workers or taking on more debt.<\/p>\n<p data-start=\"4405\" data-end=\"4629\">By turning to artificial intelligence, Kenya is positioning itself as a <strong data-start=\"4477\" data-end=\"4513\">trailblazer in fiscal technology<\/strong>, using innovation to solve one of the oldest challenges in governance: how to make everyone pay their fair share.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Nairobi \u2014 Kenya is making a high-stakes bet on artificial intelligence to plug one of its biggest fiscal leaks: tax evasion in the informal economy.
